RDW Guideline No 029 | Instructions for getting access to DICE platform for manufacturers

This guideline enters into force on the 18th of May 2026.

Introduction

We would like to instruct our customers on working with the DICE platform and JET-files. This instruction explains how to get access and submit data to the DICE platform. The platform has been operational since 01 August 2025. You are expected to begin working with the platform as soon as possible.

To ensure a smooth and compliant submission process, manufacturers are required to follow these steps: 

  1. Create an EU Login account to access the DICE platform.
    The link to register in EU Login is: https://webgate.ec.europa.eu/cas/login. While registering on EU Login, please use your working email. If you create an EU Login account using your personal email or a functional mailbox, the EC will not authorize you to access DICE. 
  2. Declare the ‘designated user’ to RDW. 
    Engine manufacturers must formally notify the RDW of the person appointed as the ‘designated user’ (the only individual authorized to request new users and delete old ones) on this email address [email protected]. The RDW will verify this user’s credentials and inform the Joint Research Centre (JRC) accordingly. JRC will contact the Designated User. As DICE is an official European Commission platform, personal email addresses and generic functional mailboxes are not accepted, as they cannot be linked to a specific individual. Please ensure you provide a professional, traceable work email address. 
  3. Request authorization for DICE. 
    Once the Designated User has been approved by JRC additional users may also be requested, since there is no fixed limit on the number of such users. 
  4. Download and fill in the most recent input template. 
    The first version of the JET file template  will be available as of 01 August 2025. Engine manufacturers must use the most recent version to prepare their data. Please check regularly if the template has been changed as this can be done frequently and usage of the old template can cause issues with uploading to the DICE platform.
  5. Generate the encrypted data package. 
    Use the JET tool to encrypt the data package, following the provided instructions that are provided on the website of DICE: JET Input Template | DICE.
  6. Submit the ISM data via the DICE platform.
    The data that needs to be uploaded includes the following test reports: 
    • Test reports under the EDP period testing scheme, required to be submitted by 28 December 2024. 
    • Test reports based on the age of non-road mobile machinery testing scheme (where applicable), required to be submitted by 28 December 2024. 
    • Test reports from year 1 of the 4-year testing scheme. Engine manufacturers may continue submitting ISM data after this initial deadline for the subsequent reporting periods, which include: 
    • The “second batch” of test reports under the EDP period testing scheme, due by 28 December 2026. 
    • The “second batch” of test reports based on the age of non-road mobile machinery testing scheme (where applicable), required to be submitted by 28 December 2026. 
    • Test reports from years 2, 3, and 4 of the 4-year testing scheme. 
    • Reports that have already been submitted to the TAA before this announcement must be re-uploaded on the DICE platform.
  7. DICE receipts and files after uploading must be forward to the RDW.
