RDW Guideline No 025 v1 | Rules for submitting type-approval applications to RDW

This guideline enters into force on March 10, 2025

Introduction

RDW as a typeapproval authority (TAA), specifically the Certification Unit, will implement new rules for the way in which type-approval applications must be submitted, starting March 10, 2025. These new rules are necessary to optimize the type-approval process and to remain compliant with EU Regulation 2020/1812. The new rules regarding the submission of type-approval applications relate to the implementation of new archive systems, security and clarity in the assessment of the documents submitted in this process.

Application process

As of March 10, 2025, the way in which applications for type-approval can be submitted is going to change.
Where previously a total (and complete) file was accepted, the Technical Services now must submit (at least) three separate files (in pdf-format) with the application. Below, the RDW breaks down which files are meant by this, and which rules apply to these files.

Certificate (CERT)

The RDW sets the following requirements for the CERT documentation:

  • The responsibility regarding the template, the signature, the date and the digital security that must be added to the certificate lies with the TAA, in this case RDW.
  • All mandatory information must be entered on the certificate, where possible.

Test report (TR)

The RDW sets the following requirements for the TR documentation:

  • The responsibility for the correct and complete completion of the test report lies with the technical service.
  • All tests and related test information must be provided in one file.
  • In some situations, it is possible to add multiple test reports. This can only be determined in consultation with the Certification Inspector prior to sending RDW said documentation. These test reports must then be placed in one pdf-file.

Information document (IF)

The RDW sets the following requirements for the IF documentation:

  • The responsibility for completing and securing the information document completely and correctly lies with the manufacturer. RDW only checks the information document for completeness.
  • The information document contains all relevant product information (application for approval) and drawings.

Others

The RDW notes the following regarding other documentation:

  • This includes all documents that are not part of the type-approval, but that may be important when applying for the type-approval. These documents must be merged into one pdf-file.
  • The manufacturer statement for the first *00 version must also be added to the Others documentation.
  • In case a manufacturer changes its technical service, there will be a new manufacturer statement added to the document Others.

File name and type-approval name/designation of the pdf-files

Regulation (EU) 2020/1812 requires the use of the characters * and / when naming the aforementioned documents. However, this is not possible when naming a pdf-file. The RDW has drawn up a format for this. See below for an example for required naming of the pdf-files and documentation to be submitted:

Corrections, revisions and extensions

In the case of corrections, revisions and extensions, all documents must be added. In exceptional cases, it is also possible to discuss the options with a Certification Inspector. 

Maximum number of type-approvals per application

This new way in which type-approval applications must be submitted is expected to result in a greater influx of documents. To be able to keep an overview for the administration, we ask for your cooperation and set a maximum number of 10 type-approvals per application. This means that an application with 10 type-approvals can contain a maximum of 40 documents.

Processing of application

After the application has been processed, all documents are returned to the applicant as one package. The Certification Unit will only secure the certificate because this document constituted by and finalized under the responsibility of the TAA. All other documents must be secured by the applicant itself. RDW therefore prefers to receive secure TR and IF documentation (and possibly Others). In such a case, the complete package is immediately secured in its entirety when it is returned to the applicant as one whole package.
