RDW Guideline No 022 | RDW Guideline Requirements related to JET files and uploading process
This guideline is formulated in accordance with the specifications set forth in Article 14 of Regulation (EU) 2021/392. Contained within this guideline are comprehensive outlines detailing RDW's expectations from manufacturers and Technical Services regarding the aforementioned Article and its associated requirements. It is imperative to emphasize that this RDW guideline shall come into effect on June 1st, 2024.

Test data
Type-approval authorities shall ensure that the data specified in Table 2 of the Annex is recorded for each Type 1 test performed in accordance with Annex XXI to Regulation (EU) 2017/1151.
The recorded data shall be uploaded in an encrypted format to the dedicated Commission server. Where the data has been correctly uploaded, a receipt shall be sent from the Commission server to the uploading entity.
The test data shall not be published.
Clause
This RDW Guideline is crafted in alignment with the aforementioned regulations and articles, with the objective of furnishing guidance to technical services and manufacturers in the creation and uploading process of the JET files. It delineates the obligations of the Granting Type Approval Authority and outlines the expectations RDW holds for manufacturers and Technical Services when requesting emissions type approvals in accordance with Regulation (EU) 2017/1151.
It is imperative to note that this RDW announcement does not absolve manufacturers of their responsibility to adhere to the guidance. The obligations outlined in the guidance remain legally binding, irrespective of the guidelines presented in this announcement, and must be fulfilled to secure emission type approvals.
Obligation
Obligation to act for reporting obligations regarding light duty vehicles (LDV).
Article 14(1) of Regulation (EU) 2021/392 stipulates that TAA must ensure that the data specified in Table 2 of the annex are recorded for each Type 1 test conducted in accordance with Annex XXI to Regulation (EU) 2017/1151. The RDW notes that, although the RDW as a TAA is not required to independently register the data, it is responsible for overseeing its registration by the Technical Services (TS).
To fulfill this obligation, so-called JET files must be prepared by the manufacturer. These files must be provided to the Technical Service. Additionally, the mentioned file must be handed over to the TAA (in this case, the RDW's Type Approval department) before/during the application for an emission type approval. Furthermore, the mentioned JET files must also be uploaded to DICE and serve as input for the risk analysis for In-Service Verification (ISV). Finally, according to the requirements of the aforementioned Regulation, DICE also issues a confirmation when the upload is successfully completed. The RDW, in its capacity as a TAA, must centrally store both the original JET file and the confirmation file.
For future emission approvals, RDW will not issue such an approval without the inclusion of the JET file and the provided receipt of the correct uploading in DICE in the information package of the application.
RDW will store the JET files and the confirmation file internally and in accordance with Article 14 (3) of implementing Regulation 2021/392, these documents will not be published. For active emission approvals, please double check if all the required JET files are uploaded in DICE AND have been submitted to RDW. If this is not the case please submit those JET files and the receipts to the below mentioned mail addresses.
To upload the JET files to DICE, Technical Services need to create an ECAS account and register a designated user. The process is described in the links below.
